Reports between projects
A finding one project's agent makes about another reaches that project's person — quoted, with an origin the host checked — and the answer travels back to the change that raised it.
An agent working on api finds that the shared client in core-lib retries on a 4xx. A report carries that finding to the person who owns core-lib, with evidence and a checked origin, and the answer goes back to the change on api that raised it.

Rules
- A report reaches a person, never an agent, unless the target opted in with
[reports] deliver_from. Text from one project in another project’s agent is prompt injection across a trust boundary. - Nothing is written to a forge without a person. A GitHub target gets a draft until you run
devplane report openor press the button in the Reports view. - An anonymous finding is refused.
Where it came from
The origin is never an argument. report file reads a run id from the environment — DEVPLANE_RUN (set on every agent Devplane starts or resumes), then CLAUDE_CODE_SESSION_ID — and the host resolves it to the run’s project, change and agent; an unrecorded run is refused. With neither set, a person files with --as-person, from the project the current directory is in. A run in the environment wins over --as-person, so an agent cannot pass itself off as you.

A target equal to the source is refused.
What it carries
A kind (defect, request, question or breaking) chosen by the filer; a title; the finding; and evidence: --command, --output-file, --stack-file, --commits a..b, and up to twenty --paths. Each field is capped at 4 KiB and the whole report at 16 KiB; a field over its cap is refused by name. Every path must be inside the source project or its change’s worktree.
Quoted, never executed
Every surface that shows a report (report show, the inbox, the Reports view, the change, the prompt of a change started from it, a drafted issue) shows the same rendering: an attribution line Devplane wrote, then every line of the report prefixed with > .

Offering or finishing a change started from a report answers it as fixed. Every answer is recorded on the change that raised the report, and that change’s next turn is handed it once, quoted.
A report unanswered longer than the target’s [questions] deadline is raised as report_waiting. With no deadline, open reports are listed with their age and none is escalated.
Direct delivery
A target may name, in its own devplane.toml, whose reports are also handed to its running agent:

Asking before filing
The MCP server’s reports tool (narrowed by to or from) shows what was already filed and what became of it. It files nothing.
